Evelyn Mitchell is the former staff attorney for Stronger Together, the supervised visitation program in Fairfax County, Virginia. During her time there, she noticed that families were able to maintain parent-child relationships during stressful periods with the support of experienced parenting time supervisors. However, the service was not available in the community at large (only on-site in Fairfax County).

Supervised exchange can reduce the amount of conflict in families and prevent violence. When a neutral third party is transferring the children, belongings, and dealing with the other parent, conflicts are reduced. There are fewer accusations of wrongdoing, and children witness less friction between the parents.
